The Development Academy of the Philippines (DAP), serving as the Asian Productivity Organization’s (APO) Center of Excellence on Public-Sector Productivity (COE-PSP), is leading initiatives to enhance productivity within the Philippine public sector and the Asia-Pacific region. One notable project involves piloting a productivity assessment framework across government agencies and State Universities and Colleges, including the Cavite State University (CvSU). This study measures and evaluates the CvSU’s agency- and program-level productivity from 2018 to 2023 using an index-based approach, focusing on its four main programs: the Higher Education Program (HEP), the Advanced Education Program (AEP), the Research Program (RP), and the Technical Advisory Extension Program (TAEP). Validation exercises with CvSU’s Management Team supplemented the analysis and helped identify factors influencing productivity trends.
