The Development Academy of the Philippines (DAP), serving as the Asian Productivity Organization’s (APO) Center of Excellence on Public-Sector Productivity (COE-PSP), is leading initiatives to enhance productivity within the Philippine public sector and the Asia-Pacific region. One notable project involves piloting a productivity assessment framework across government agencies, including the Isabela State University (ISU). This study measures and evaluates the ISU’s agency- and program-level productivity from 2018 to 2023 using an index-based approach, focusing on its four main programs: Higher Education Program (HEP), Advanced Education Program (AEP), Research Program (RP), and Technical Advisory Extension Program (TAEP). Validation exercises with the ISU Management Team supplemented the analysis to identify factors influencing productivity trends.
