The Development Academy of the Philippines (DAP), serving as the Asian Productivity Organization’s (APO) Center of Excellence on Public-Sector Productivity (COE-PSP), leads initiatives to enhance productivity within the Philippine public sector and the Asia-Pacific region. One notable project involves piloting a productivity assessment framework across government agencies, including the Department of Transportation (DOTr). This study evaluates the DOTr’s agency- and program-level productivity from 2018 to 2023 using an index-based approach, focused on the five functional programs of the Department, namely the Rail Transport Program (RTP), Aviation Infrastructure Program (AIP), Maritime Infrastructure Program (MIP), Motor Vehicle Regulatory (MVRP), and Land & Public Transportation (LPT) programs. The analysis focuses on the DOTr Proper and does not cover the 15 agencies and government corporations attached to the Department such as the Civil Aeronautics Board, Maritime Industry Authority, the Philippine Coast Guard and the Light Rail Transit Authority. Validation exercises supplemented the analysis to identify factors influencing productivity trends.
