This Innovation Project Concept (IPC) Compendium is tied up with the 2nd Local Government Practitioners’ Learning Forum’s theme entitled, “From Idea to Action: Accelerating Growth through Local Innovation” held last 12-13 July 2024.
The Local Government Executives and Managers Class (LGEMC) recognizes its role in amplifying the government’s agenda of improving bureaucratic efficiency through learning and development (Philippine Development Plan Chapter 14). Its graduates remain at the forefront of leadership, development, governance, strategic management, and innovation. The program seeks to contribute to their improved quality of work as local chief executives and department heads, through changes in their respective organizations after attending the program.
The Innovation Project Concepts (IPCs) conceptualized and implemented by LGEMC scholars are vital in advancing the National Innovation Council’s 10-point agenda across sectors including learning and development, education, food and agribusiness, energy, transportation, logistics, public administration, blue economy and water, security and defense, and solid waste management.
This 2024, the LGEMC program and its alumni continue to actively contribute to governance and innovation. The Philippines continues to position itself as a growing economy in the global innovation index, Sustainable Development Goal (SDG) localization index, and the national standards of productivity, and good governance. However, challenges still exist, impacting the achievement of Matatag, Maginhawa, at Panatag na Buhay (AmBisyon 2040).
Through the LGEMC, the Development Academy of the Philippines (DAP) provided a platform for local government practitioners to celebrate the program’s milestones over the past three years and to discuss the factors that drive and hinder growth and innovation in local governance. This first compendium contributes to the Academy’s knowledge management resources as it showcases narratives of IPC implementation successes and challenges.
