Summary

The Public Employment Service Office (PESO) provides employment services, i.e. Labor Market Information, Career Guidance, Employment Counseling, training, referral, and placement to local and overseas jobs, self-employment and livelihood assistance. These practices were mandated by the Bureau of Local Employment in partnership with the Department of Labor and Employment program adopted by the Public Employment Service Office. These best practices were nominated since 2016. The PESO Binan introduced innovations such as Referral system and Binan Job Net patterned after the  Philjobnet. Through the Kiosk machine and Referral system, applicants were able to search their preferred companies  and job  vacancies, and can prepare their computerized endorsement letter. Another improvement done was, from the traditional practice of conducting a  Career Guidance and Employment Coaching in the respective schools, PESO preferred to conduct the same in just one venue.

Background and Problem

The main objective of the mentioned  best practices is to optimize the employment facilitation service facility of PESO. The Labor Market Information was made accessible and available at the local level. The LMI provides a source of information for the employers and  potential employees regarding  future labor market condition, the in-demand jobs, and skills. The labor market data is being used in the Career Guidance Advocacy Program to avoid job mismatch and ensure employment. Career Guidance aims to inform students and jobseekers with possible education and career paths. One of the big challenges for PESO is to reduce the unemployment rate in the City of Binan. lt is in this regard that PESO continues to enhance the implementation of its best practices.

Solution and Impact

The applicants can browse the system by clicking the educational attainment button  for the job vacancies to appear together with the qualifications. If the applicant found that his/her qualifications fit with the job vacancies, he/she can prepare the computerized referral letter. Before claiming the printed referral letter, applicants must fill-out  the registration form so as to have a PESO record. The said referral letter will serve as the entry pass of the applicant when reporting to the selected company. Through this system, the office will be able to monitor the unemployment rate in the City of Binan.

Milestones

Through the implementation of the best practices, PESO Binan was awarded as the Top Performer in the Conduct of Referral and Placement, Provincial and Regional Level, Component City Category, and was nominated in the National category. As a result of the effectiveness of the system, PESO Binan planned to enhance and share the system in all cities and municipalities of Laguna.
