General Description
The LRTA Rolling Stock Laboratory serves as a learning resource hub for rolling stock system engineers (rail, mechanical, electrical, etc.), students, professionals and practitioners/stakeholders where they can harness their skills; produce reliable rolling stocks systems and solutions; and, promote a research culture leading to strengthening the railway industry and improving the railway services in the Philippines.
Project Background
The Light Rail Transit Authority (LRTA), by virtue of Executive Order No. 603 dated July 12, 1980, was created to be the primarily responsible for the construction, operation, maintenance and/or lease of LRT Systems in the Philippines. Its vision is to become a recognized leader and expert in providing an integrated urban rail transport systems to the country by 2022.
As of 2019, there are four (4) down trains that were declared as no commercial value, beyond economic repair, and thus, recommended for disposal beyond recovery. However, the LRTA has seen the availability of these down trains as an opportunity to contribute in strengthening the railway industry.
Analyzing these contexts, the Innovation Team has generated several ideas and insights to address the challenge: How might we convert the decommissioned rolling stocks as useful assets? The team processed their insights and combined ideas, until they came up with the LRTA Rolling Stock Laboratory.

Project Features
- People. The persons who shall be involved in planning, preparation, implementation and evaluation of the LRTA Rolling Stock Laboratory shall be the LRTA Innovation Team and the LRTA Management. The LRTA Experts and Engineers, including former employees and retirees, shall be considered and tapped as in-house pool of resource persons depending on their area of expertise. An Organizational Structure to ensure the effective operations of the LRTA Rolling Stock Laboratory was developed to ensure its effective operations.
- Players. External stakeholders were identified as crucial for the implementation of the LRTA Rolling Stock Laboratory. These are the external consultants, target learners (students, railway engineers and technical experts), academic and research institutions, other railway operators, other government offices, and prospective funders/sponsors.
- Promotions. To promote the LRTA Rolling Stock Laboratory, marketing strategies through partnerships, websites, exhibits, caravans, fairs, and expos shall be developed.
- Program. To become a cutting-edge facility to provide mastery on the multi-disciplinary rolling stock system through a practical approach, the following programs shall be implemented in the LRTA Rolling Stock Laboratory: SUC and Curriculum Support, Short Technical Courses, Dynamic Learning Methods, and Rolling Stock Parts Localization Research Laboratory/Workshop.
- Process. Policies, systems and processes shall be developed to ensure effective operations and administration of the LRTA Rolling Stock Laboratory.
- Property. The LRTA Rolling Stock Laboratory shall utilize the following knowledge and physical assets: railway knowledge and best practices; books and references on railway management system; power/auxiliary sub-system; pneumatic system; brake system laboratory; propulsion system laboratory; train monitoring system laboratory; underbody system laboratory; door system laboratory; and, air conditioning system laboratory.
- Performance. The LRTA Rolling Stock Laboratory shall be measured through the following performance indicators: number of replacement parts, new designs and equivalent parts/products developed; number of partnerships forged; number of journals related to rolling stock technology published; among others.
- Place. The LRTA Rolling Stock Laboratory shall be located at the LRTA Depot in Santolan, Pasig City. It shall have the following areas: workshop areas, which serve as the technical facilities; knowledge hub, which shall contain rolling stock and railway reference materials and data; stakeholder’s hub, which shall serve as collaborative spaces for the users of the laboratory; and, classrooms and train museums, which shall facilitate dynamic learning among students. The entire laboratory shall also be designed as a green facility to ensure that resources are maximized while maintaining minimal environmental impact.
