General Description

The Enhanced Cooperative Assessment Information System aims to simplify the process of issuance of certificate of compliance to cooperatives. The system upgrade shall various features that will improve turn-around time through an efficient, hassle free and user friendly processing of documents.

Project Background

The Cooperative Development Authority (CDA) was created by the virtue of Republic Act 6939 to promote the viability and growth of cooperatives as instruments of equity, social justice and economic development.

To ensure the compliance of cooperatives with relevant regulatory and statutory requirements, every cooperative is required to draw up regular reports of its program of activities, including those in pursuance of their socio-civic undertakings, showing their progress and achievements at the end of every fiscal year. The reports shall be made accessible to its members, and copies thereof shall be furnished to all its members or record. These reports shall be filed with the Authority within one hundred twenty (120) days from the end of the calendar year. However, as of December 31, 2018, there are about 18,065 registered and operating cooperatives nationwide but only 11,138 are reporting cooperative or those who were issued with the Certificate of Compliance, which is only 62% of the total operating cooperatives.

The low compliance rate may be attributed to the numerous and complex reportorial requirements which give burden to both the client-cooperatives and the evaluators in the Authority.

Potential Impact

  1. Ensure that cooperatives are operating in compliance with statutory and regulatory requirements by lessening the burden in complying with reportorial requirements;
  2. Generate useful information from the reports being submitted by the cooperatives for performance monitoring; and,
  3. Strengthening the collaboration among stakeholders to better support the development of cooperatives in the Philippines.

Project Features

  1. Full online submission of simplified reportorial requirements – The Authority shall review their existing reportorial requirements and ensure that they are relevant, and forms are easy to accomplish. Currently they require both online and hard copy submission of the reports.
  2. Built-in standard evaluation tools for the Authority for real-time results – Currently, the Authority has no standard evaluation tool for these reports and relies solely on the judgement of their evaluators. Moreover, the turn-around time for the evaluation period is also not defined. To make the process worse, the Authority issues certificate of compliance without proper evaluation of submitted reports. If later on the Authority finds deficiencies in the report and the cooperative fails to comply, this will result to revocation of COC. The Authority shall develop a standard evaluation tool that is built in the system to make it easy and to generate real-time results. They will no longer issue COC without proper evaluation of reports.
  3. SMS/E-mail gateway for notification – An SMS/Email notification will be sent to cooperatives regarding the results of evaluation, and when the COC is ready for pick-up. Currently, they only give the cooperatives a claim stub specifying when they should go back.
  4. Online payment facility – The Authority shall have more payment options for cooperatives. Currently, they only accept over-the-counter payments.
  5. Use of e-signature and barcoding for Certificate of Compliance – Authorizing the use of e-signature is intended to avoid delays in the issuance of COC due to unavailability of signatories. The barcode is an additional security feature.
  6. Generation of performance report and data analytics capability – The system shall be designed to allow for performance monitoring of cooperatives. It should provide useful information for both the cooperatives and the authority.
  7. Mapping, visualization and geo tagging capability – This feature of the system shall ease the monitoring of cooperatives by region.
  8. Inter-operability features with other stakeholders thru web services – The system shall be shared with other stakeholders of the Authority, e.g. Local Government Units, Bureau of Internal Revenue, etc., to ensure better validation of cooperatives, and strengthen collaboration among them.
