InnovaTHORS ThinkerBELLES, the Innovation Team of the Commission on Filipinos Overseas (CFO), came up with the Overseas Filipinos CFO Online Registration System better known as OF-CORS as the team’s innovation project. This came from the team’s objective to simplify the registration process for the clients of CFO to achieve a fast, easy, and hassle-free transaction. Using relevant reports such as customer feedback surveys, results of audit, and accomplishment reports, the team was able to identify different issues surrounding the registration process. Moreover, the team had an insightful brainstorming that brought out issues of poor information dissemination, need for modules, issues on clients, long processes, need for policy review on application and mode of payment, top management’s backing, CFO employees’ training, facilities, and IT Infrastructure. The team then proposed some solution ideas that would address these issues such as CFO-Expand, OF-CORS, TM Autoreminder, CFO Zen, CFO Mobile Application, Policy Revision, e-Learning, and Information Dissemination. The team prioritized which solution would bring more impact and OF-CORS topped the list. The innovation project OF-CORS features online registration, verification, payment, PDOS, and feedback. The project aims to increase customer satisfaction and efficiency by twenty-five percent (25%), lessen the processing steps, and promote cost-effectiveness.

The Data Exploration

The InnovaTHORS ThinkerBELLES was tasked to gather data before the 3-day workshop on Public Sector Productivity Innovation Laboratory. In the Boot Camp, they brought relevant reports like customer feedback and satisfaction survey results, audit findings, and accomplishment reports which showed the different issues on the Registration of Filipino Migrants. The team described the registration process, identifying six steps that the client has to undergo before a Registration Sticker or GCP certificate is issued to clients.

Innovation Project

The InnovaTHORS ThinkerBELLES has come up with OF-CORS (Overseas Filipinos CFO Online Registration System) – a fast, easy and hassle-free way to register for PDOS. Main features are as follows:

  1. Online Registration – migrant workers immigrating makes an online appointment
  2. Online Verification – CFO officer verifies all requirements provided such as passport, immigrant visa, and ID
  3. Online Payment – migrant worker pays the registration fee online
  4. Online PDOS – attend the online PDOS modules
  5. Online Feedback – give feedback online post-seminar
  6. E-registration Sticker and Certificate Printing – E-registration Sticker and Certificate will be made available online for client’s printing
